it appears that xv is not technically redistributable in binary form.

it is available in source form, however.

i'm not sure why we'd need to have this program, given that there are many other alternatives, like:

  • eog (installed by default with ubuntu)
  • GIMP (also installed by default with ubuntu)

What is this needed for?

The application is no longer distributed as a debian package. There appear to be licensing issues as it is a shareware program.

I found some information here

dkg says: this pricing is $25/seat for a site license, with discounts applying after 15 seats or more. Has someone purchased this license? we'll hold off on installing this software until there's documentation of the licensing.
